Turgot, Anne-Robert-Jacques

   Born in Paris and educated at the sorbonne, Anne-Robert-Jacques Turgot, baron de l'Aulne was initially destined for an ecclesiastical career. He frequented the milieu of the philosophes, published Lettres sur la tolérance (1754), and contributed to the Encyclopedia, writing a remarkable article on etymology. After holding several minor government posts, he was appointed intendant of Limousin (1761-74) and, under the influence of the Physiocrats, instituted a number of financial reforms, including the substitution of a monetary tax for the corvée. Shortly after, Turgot edited an outstanding work on political economy, Réflexions sur la formation et la distribution des richesses (1776). He became comptroller-general of finances in 1774, and immediately instituted wide reforms dealing with taxation and expenses, encouraging free trade, and promoting the circulation of grain (a Physiocratic idea), as well as of labor (1776), through the suppression of corporations and the guild structure. His reforms earned him the hostility of important political and commercial interests, however, and he was forced to resign (1776). While his theories were influenced by those of the Physiocrats (see François quesnay), Turgot nevertheless went beyond these as he emphasized the importance of industry and trade.
